Introduction





Urban renewal is a major topic in China, in current urban planning research with the application of big data and information technology, multi-source data analysis can effectively support and enhance urban renewal research. In view of the general lack of renewal planning from the current situation analysis to the implementation of the renewal potential assessment, this paper proposes a framework path for scientific evaluation of the renewal potential of central urban areas based on multi-source data and quantitative model.

城市更新是我国当前城市规划研究的重要议题,随着大数据与信息技术的应用,多源数据分析可以有效支撑和提升城市更新研究。针对更新规划中普遍缺失从现状分析到规划实施的更新潜力评估环节,本文基于多源数据与量化模型,提出科学评估中心城区更新潜力的框架路径。

Yangpu District of Shanghai was taken as a case to develop and sift the potential evaluation indicator system for the eight renewal goals, including Public Services, Energy and Carbon, Ecological Safety, History and Culture, Transportation, Industrial Innovation, Infrastructure, and Human and Society. Multi-source spatial-temporal data were collected, and the entropy-weight TOPSIS method was used to evaluate and analyze the renewal potential. Based on ArcGIS, Python and other platforms, the calculated result is a hierarchical map of urban renewal potential with a resolution of 100 meters. This paper provides a set of framework, model and case study for urban renewal potential assessment, which can give a scientific guidance for urban renewal planning in the central urban area of megacities.

以上海市杨浦区为案例,对公共服务、能源与碳、生态安全、历史文化、交通出行、产业创新、基础设施和人和社会八大分级目标制定和筛选潜力评价指标体系,收集多源时空数据,运用熵权TOPSIS方法,进行更新潜力评估分析。基于Arc GIS、Python等平台,计算结果为 100米分辨率的城市更新潜力分级地图。本文提供一套城市更新潜力评估工作的框架、模型和案例,为特大城市中心城区提供科学的城市更新规划引导。

This paper provides valuable insights and significance in the establishment of evaluation indicators and model algorithms for analyzing urban renewal and potential evaluation. These methods can be applied to renewal planning, offering scientific and reasonable guidance. The results of this study provide a basis for potential evaluation to urban renewal planners, with specific indicator selection and renewal directions adjustable according to objectives and intentions. Even "low-potential" blocks reflect, to some extent, the deficiencies of the plots under the renewal objectives. Within the given framework, different renewal goals and scopes lead to varying outcomes. The model developed in this paper can adapt its tertiary evaluation indicators based on the renewal objectives, directions, and requirements of planners, demonstrating excellent flexibility and adaptability. This has significant guiding value for contemporary urban renewal planning and implementation.

本文在建立评价指标及模型算法上为城市更新及潜力评价的分析提供了可借鉴的地方及意义,可以应用于更新规划中,提供科学合理的指导。本文结果为城市 更新规划决策者提供潜力评估依据,其具体指标选择与更新方向可根据目的和意愿进行 调整。即使是“低潜力”的区块,其实也在一定程度上反映出地块在更新目标下的缺失。 在给定的框架路径中,更新目标与范畴不同,结果也会有所不同。本文创建的模型能够 根据规划者的更新目的、更新方向、更新要求等改变模型中的三级评价指标,具有良好 的使用延展性与适配性,对当下的城市更新规划与实施有一定指导意义。
